¡¡ A Well Known Southern Mongolian Woman Novelist and Activist Huuchinhuu
Arrested, Imprisoned, Tortured and Disappeared by
Chinese Communist Government 09. 06, 2013 |

One snowy day, November, 2010, an elderly gentleman visited
an apartment building at eastern part of South Mongolia. As soon as he passed
the entrance, two young men showed up and asked him which apartment he was
going. The visitor said to my sister¡¯s house. They asked who is your sister? The
visitor proudly told young men that her name is Huuchinhuu. Then further 6 more
people ran over to the gate. They told the visitor that no one can see
Huuchinhuu. Further they said ¡°go home without wasting time¡±. The elderly
gentleman was at a loss but realized more than 20 guards were there before he
knows it. Let us explain the background story further.
In 1989, Hada opened a book store,
Mongolian Literature Co. that handled specialized books on Mongolia
as well as CD in Mongolian language and folk art objects. On the
other hand, Huuchinhuu became Assistant Manager of Jrim Education
Research Center. This is a position normally given to an educational
personnel and Manager must be Han Chinese by regulation. Thus the
top position is Han Chinese and they are trying to convert all
education system in Chinese. Huuchinhuu has been opposing this
system and recommending the education should be conducted in
Mongolian language. In 1990, she published ¡°How to write an essay in
Mongolian language¡±. She tried to put a stop on Mongolian language
being destroyed by Chinese. In 1992, Hada and other Mongolian
intellectuals gathered in Huhhot City, organized a group named ¡°Free
South Mongolia Association¡±. They ratified by laws and determined to
pursue establishment of Free Mongolia.
On the World Human Rights Day,
December 10, 1995, Chinese government arrested Huuchinhuu¡¯s group
member as ¡°illegal group that is active in separatist activities¡±
Those who were arrested and tortured was more than 50. It looked as
though the second cultural revolution. The group leader Hada was
arrested and received prison sentence of 15 years and imprisoned at
Uraanhada city No. 4 prison as ¡°spy¡± and ¡°secessionist¡±.
The remaining organization was
working on opposing against a mass immigration of Han Chinese and
their cultivation and destruction of savanna, environmental
destruction due to excavation of minerals, human rights violation of
birth control to Mongolians, exposing unfair operations of Chinese
communist party over minority Mongolians, protection of Mongolian
culture etc within the legal realm of Chinese laws but the
organization demised in 3 years.
Huuchinhuu was subsequently arrested
in Tong Luao city. In 1992, Huuchinhuu had a breast cancer operation
and her right arm was larger than a average person. Within two weeks
of her imprisonment, due to an extreme cold temperature she became
ill and hospitalized. She was suffering from rheumatism. But the
medication for the rheumatism caused hyper tension. Due to her
illness and insufficient evidence of crime conspiracy with Hada, she
was released. However, police summoned her everyday. She was already
divorced so she lived with her 11 years old son, Cheel.
Hada was sentenced for 15 years,
which made most of supporters extremely hopeless. Huuchinhuu was at
the visitor¡¯s gallery at the court house at the sentencing but she
said 15 years is a long time but she mentioned Shinne, Hada¡¯s wife,
that China may become more democratic by then and he could be
released early.
Chinese authority pressured
Huuchinhuu to break a relation with Hada and Shinne completely. But
Huuchinhuu refused.
Ironically, Shinne and Huchunhuu¡¯s
fate became similar since this time. Shinne and her son Uiiles at
Huhhot City and Huuchinhuu and her son Cheel at Tong Luao City were
parallel existence. However, their son¡¯s life were completely
different. Cheel succeeded in entering well known university in
China but in 2001, Uiiles at 17 years old, had a quarrel with school
mate and he was sentenced 3 years imprisonment as a robbery, which
he did not commit. Shinne was fired from Huhhot high schools
teaching position and Huuchinhuu was demoted to a regular teaching
position from Assistant Manager. However, Chinese authority did not
give her actual assignment so she spent time in writing ¡°Unir
Checheg¡± or ¡°Shiramuren¡±, which is a seasonal magazine in Mongolian
language.
Internet was introduced in early
2000 and she actively wrote blogs. She was managing several
Mongolian language websites and working on ¡°Mongolian ger¡± and the
like websites ¡°Eh-oron¡± and collected funds for students from poor
families. By 2007, she assisted 47 students from Shiringool, Chi
Feng and Tong Luao cities.
Chinese authority shut down
¡°Eh-oron¡± in 2007 and ¡°Mongolian ger¡± in 2010 for the reason of
¡°strong tendency of ethnic influence¡±. On 18th April 2010, manager
of ¡°Mongolian ger¡± was arrested and Sodo disappeared from the face
of the earth. And ¡°Mongolian ger¡± was completely closed. In 2007,
Huuchinhuu attempted to publish ¡°Stone has no word¡± and ¡°Tree with
Mind¡±, contents of which are essays, travelogue, some memories of
childhood, natural environment. In spite of no themes that irritate
communist party, communist party ordered not to publish it. This
indicated Huchinhuu cannot publish any kind of publication in South
Mongolia. This is a deprivation of freedom of speech. Further,
Huuchinhuu¡¯s daily life was under severe surveillance by Chinese
police. After half a years effort, a publisher in Hong Kong accepted
the publication. She printed 1000 pieces of booklets but an
anonymous reporter contacted police and the books were confiscated
by police before they were sold. Thus she lost all expenses of
printing the books, which was equivalent to her one year¡¯s income.
Huuchinhuu went to Police station almost everyday to request the
return of her books but the effort was in vain. July of the same
year, she applied a passport to visit places outside of South
Mongolia but it as denied. In fact Chinese authority denied her to
exit from South Mongolia between July 18th 2007 to July 26th
Mongolian ger 2011.
At about the same time Shinne at
Huhhot has been followed by police all the time. Plain clothed
police visited Shinne¡¯s book store frequently and without any reason
confiscated expensive books, art objects etc. This writer was
working at her book store during summer of 1996. One day 4 young men
showed up saying police without showing any identification,
confiscated CDs and tapes and even speakers which was placed in
front of the book store on the ground that speakers degrade scenery
of the city. Shinne tried to recover all the confiscated material
but it was in vain. Shinne told me that this sort of things happen
at least several tens of times a year.
Chinese have a rule called ¡°One
crime, 9 family member¡±. Chinese applied that law to South
Mongolians. This means that any one in the family commit ¡°crime¡± all
the family members and relatives will be punished. It even expanded
to a simple friend relations. Chinese government arrested many South
Mongolians and imprisoned them and tortured and killed a large
numbers of innocent citizens. Therefore, even now South Mongolians
are afraid of becoming a friend with any one who is labeled by
Chinese government as a political criminals. As a result of
application of Chinese law, Hada¡¯s 17 years old son was imprisoned
without reason. Almost robbery like Chinese authorities action to
Shinne¡¯s book store, denial to Huuchinhuu¡¯s passport, denial of
freedom of publication of Huuchinhuu¡¯s books are evidence of
violations of human rights in this 21st century.
Shinne and Huuchinhuu are looked
upon as ¡°dangerous elements¡± with political crimes and a regular
South Mongolian avoided them because Chinese government may injure
innocent bystanders. Of course, there were considerate people and
helped Shinne and Huuchinhuu. In spite of these ruthless world, what
supported them was Hada¡¯s invincible spirit of justice in prison.
Came winter of 2010, everybody was
expecting Hada¡¯s return from prison by finishing his 15 years prison
sentence. China also indicated that China is becoming a country
which is adhering to the rule of law. So everyone thought that Hada
who was adjudged by a rule of law should be released by the rule of
law. However, in a hidden backdoors, Chinese authority started
changing mind in the early part of 2010. Shinne and Uiiles were able
to see Hada in April but after that Chinese authority did not allow
them to see Hada. On the 6th November, Huuchinhuu wrote on her blog
that ¡°Let¡¯s go and meet Hada on the day he is released¡±. Then, on
the 11th November, she was arrested by Chinese authority. Although
she was returned home, two police cars and 8 plain clothed police
were placed around her apartment from that day on. She was under
house arrest. On the 17th November, Huuchinhuu was interviewed by
Radio Free Asia. She mentioned Hada¡¯s imprisonment and her condition
to RFA. As a result, Chinese authority confiscated her mobile phone,
regular phone, computer etc. She lost contact with outside
completely. Then on, number of plain clothed police increased to 20.
Then the authority limited visitor to Huuchinhuu¡¯s two nieces only.
This was the time when an elderly gentleman visited Huuchinhuu that
was described in the beginning of this story. The man was 70 years
old and Huuchinhuu¡¯s brother Sainbayar. He was a farmer who lived
far from Tong Luao city and did not know anything. Chinese police
did not allow him to see his sister but due to Huuchinhuu¡¯s plea, he
was allowed to se her during a limited time in the afternoon. After
leaving his sister¡¯s house, Sainbayar was escorted to the police
department. The police chief showed him a document and asked him to
sign. Huuchinhuu¡¯s brother read widely in Momgolian but he did not
read Chinese. The police chief said this is a document that
describes a crime against China that your sister committed together
with her son in Mongolia. It was more than 30 pages document. By
signing the document, it registers brothers objection to her
sister¡¯s criminal activities.
Now what constitute the ¡°criminal
activities¡±? In July 2004, Huuchinhuu visited Mongolia for
sightseeing with her son Cheel. It was only a week stay. It was her
dream trip to her imaginary hometown. Everything she saw was very
beautiful and that was the best time she had in her life. This one
week¡¯s trip caused her committing a great crime against China. Her
son also became an accomplice to the crime. It is the same reasoning
of cultural revolution period.
On the 3rd December, Shinne and
Uiiles were arrested and ¡°Mongolian Literature Company¡± was shutdown
by force. Uiiles was frequently looking for where-about of Shinne
but she was completely disappeared.
On the 10th December, a large
numbers of people in the world were looking for Hada¡¯s release from
the prison. Media also paid attention. Some courageous Mongolians
went to see his coming out of the No.4 prison but Hada never came
out. The day was covered by a deep snow and the day ended quietly.
It was very sad day.
Since Huuchinhuu was house arrested
on the 15th December 2010, police broke into her house everyday and
called abusive names and littered all over the house searching for
something. She was outraged and finally fell by cerebral hemorrhage.
When she was in hospital for operation, those 20 plain clothed
police were there. It is an excessive use of force for a mere one
sick woman.
On January 26th 2011, when
Huuchinhuu was discharged from a hospital, Chinese police asked her
to write a letter admitting her crime and reflecting her wrong
doing. At the same time police asked her to write another letter to
Hada asking him to admit his crime. Police said if she does that she
will be free immediately. However, if she doesn¡¯t, they will give
her a long term prison sentence. She immediately refused police¡¯s
order to write a letter. Then Chinese police took her away from the
hospital and she disappeared from the face of the earth.
At this time, there were some
pictures of Hada meeting his wife and son released in internet and
looked as though he was released. But in reality, Hada met them is a
short period of time. Chinese police told Hada that if he writes an
oath that he will not conduct promotion of Mongolian culture and
related activities against China, Chinese government will give a
good job to his son, Uiiles and assure that Shinne gets compensated
and ¡°Mongolian Literature Company¡± will be reopened. Also they said
a professorship will be given at the university. Hada refused to
write a letter of admitting his crime against China. Hada said I am
not committing any crime. I am doing a regular South Mongolian would
do in South Mongolia. If China thinks what I am doing is a crime
against China, he said he will sue China.
Hada family and Huuchinhuu have been
disappeared for some time. In about September, 2011, several
pictures of Huuchinhuu beaten on the face. She looked old and all
the hair on the forehead is gone and it looked terribly swollen.
First group of pictures were dated July 20th 2011 and the sign of
beaten up face was evident. There were worse pictures published on
July 26th and 30th. It is evident guard police¡¯s violence to
Huuchinhuu.
Picture indicated that her forehead
was swollen a large amount and around her eyes were internally
bleeding and discolored purple. The pictures were spread through
Chinese internet.
It was found out later that
Huuchinhuu was taken to another room in a city and imprisoned there
on the 26th January. With the condition that the location of the
room was strictly secret, two of Huuchinhuu¡¯s nieces were allowed to
see her under a strict control of police personnel. A phone call to
her son Cheel who was studying at USA could be connected through the
police chief. All these activities were under surveillance of
several police personnel.
As for police violence, Chinese
authority said the police was removed from the job but it was an
oral comment and no evidence was reported nor recorded.
Huuchibhuu¡¯s where-about was
completely unknown. Thus her brother was extremely worries and
visited Chinese police department.
The police chief showed one document
and said that if you want to see you sister, sign this document and
you can see your sister. The brother was really anxious to see her,
he signed the document as the police chief told him to do so.
Huuchinhuus¡¯s nieces were there and tried to stop it as signing
Chinese documents could cause deadly consequences.
As soon as he signed the document,
the police chief said you just signed your sister¡¯s arrest warrant,
with a big smile. If any one kin to her sign the document it becomes
assurance of the crime and police can officially arrest Huuchinhuu.
The police chief told him, go home, we don¡¯t need you any more. This
appears a standard Chinese legal procedure. The brother thought the
chief of police will make the brother see his sister, but on the
contrary, have him signed her arrest warrant. The old man lost
words. It was on the 15th November, 2011.
Since then till this time of
writing, we have no news on Hada, his wife and his son. We have no
information on Huuchinhuu either. No one knows what will happen in
the future. ¡¡ ¡¡
